III.  Minutes of January 25th, 2013 Meeting   January 25h meeting minutes approved by consensus
IV.  Update on the Transportation Model Update The TAC member jurisdictions have been working on verifying and ‘ground-truthing base year data for the Transportation Model update. Jurisdictions received instructions on how to review and correct household and employment numbers for updating the model. Members where asked where they were in the process. The City of Corvallis indicated that they are waiting for CAD files to complete their work. Employment data seems to be appropriate. CAMPO staff will follow up on the household data with Martin.  
V. FY14 Unified Planning Work Program (UPWP) TAC members received a Draft FY 13-14 UPWP. They were notified that CAMPO’s Policy Board had reviewed the plan at their last meeting and their comments had been incorporated. The draft will also be reviewed by representatives of Federal Highway Administration, Federal Transit Administration and ODOT on February 26th.  Ali reviewed the draft UPWP with members.
 
Roger Irvin suggested that when the Albany MPO works on their own UPWP to take a look at CAMPO’s plan to find any areas where the two MPOs could work collaboratively.
 
Members noted the importance of putting more of an effort into Regional Rail Road. It was suggested that CAMPO create a Rail Road Subcommittee.
 
Drew Foster advised that all sections in the UPWP where the City of Adair Village is listed must indicate its full name of the City of Adair Village.
 
 
 
 
 
CAMPO staff will be sure to use the full “City of Adair Village” name throughout the UPWP.
 
 
Consensus from the MPO TAC to recommend adoption of the UPWP’s Work Plan Tasks excluding the Budget section to the Policy Board. 
VI.  Bicycle Counts Greg Wilson advised the committee that the bicycle counts conducted in the fall of 2012 were the first of this type of count ever done in the City of Corvallis.  Bicycle traffic at ten intersections where conducted by volunteers. They needed to be done during the peak hours of Tuesday through Thursday from 4:00-6:00 pm and on Saturday from 12:00-2:00 pm. Fifteen people in different bike committees where asked which intersections would be most appropriate to count. Due to the differences in responses it was decided to choose the intersections that where selected by at least three people. Greg reviewed the traffic count findings.
 
Members agreed on the importance of ODOT making bicycle counts part of their counting process.
 
Greg will take the issue to BPAC to request a recommendation for CAMPO to request for ODOT to make bicycle counting as an integral part of their counting procedures.
